Assist the Secretary for Labour and Welfare in formulating, developing and monitoring the effects of the implementation of the poverty, labour, manpower and welfare policies, legislation and measures, and in overseeing and monitoring the overall progress of poverty alleviation work

Support the Secretary for Labour and Welfare in explaining and defending policies, securing support of the public and Legislative Council

Assist the Secretary for Labour and Welfare in acquiring and deploying resources to support the implementation of policies and delivery of services

Ensure proper use of financial resources and manage the staff in the Bureau and the executive departments under the Bureau
