After the three stages of discussion and public engagement, the “Working Group on Elderly Services Programme Plan” formulated the ESPP, which was endorsed by the Elderly Commission on 23 June 2017. The ESPP was submitted to the Government afterwards. Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) of the United Nations (UN) safeguards women’s rights and ensures the full development of women. On 14 October 1996, CEDAW was extended to Hong Kong, at the consent of the People’s Republic of China (PRC) and the United Kingdom of Great Britain and Northern Ireland. CEDAW was continued to apply to the Hong Kong Special Administrative Region (HKSAR) (with the PRC as the relevant State Party) with effect from 1 July 1997. The HKSAR has been implementing CEDAW through the provisions of the Basic Law and local laws, complemented and supplemented by the necessary administrative measures.
